Remembering the last few years before communism fell in the USSR, I can see how Kubrick had to have made this into a comedy. The idea of "my bomb is bigger than your bomb". And at a time when people where really scared these nut jobs might just push that button. One of Sellers best role, (I still do the Hitler thing with my hand at dinner parties).
